- Commander’s signature is no longer required on Statement of Understanding (SOU) for Soldiers in the rank of E1-E6. All SOU holds were removed from Soldiers’ accounts in GoArmyEd.
Effective 7 May 2014, Soldiers of all ranks will still be required to review and electronically acknowledge the SOU but only during the initial Tuition Assistance (TA) account creation and on a quarterly basis when requesting TA.
